Understanding Compliance Requirements

How compliance requirements are determined and checked.

Last updated: 8/26/2026•0 views

Compliance requirements are the rules and standards that your proposal must meet to be considered valid. Understanding how these requirements are determined and checked helps you create proposals that pass compliance verification and score well during evaluation.

Requirement sources

Compliance requirements are extracted from tender documents during analysis. The AI reads the entire tender document and identifies requirements from multiple sources:

  • Tender document text — The main body of the tender document contains explicit requirements such as eligibility criteria, technical specifications, and submission instructions.
  • Evaluation criteria — The scoring criteria section defines how proposals will be evaluated. Each criterion becomes a compliance requirement that must be addressed.
  • Submission instructions — The submission section specifies format requirements, document requirements, and procedural rules. These are all compliance requirements that must be followed.

Status types

Each compliance requirement receives a status during the compliance check:

  • Pass — The requirement is fully addressed in your proposal. The system found relevant content that satisfies the requirement.
  • Fail — The requirement is missing or incomplete. Your proposal does not address the requirement at all, or the address is insufficient. Failed requirements must be fixed before submission.
  • Partial — The requirement is partially addressed. Your proposal mentions the requirement but does not provide sufficient detail or evidence. Partial requirements may result in point deductions during evaluation.

Improving compliance

To improve your compliance rate, focus on three areas:

  • Thorough analysis — Run Tender Analysis as soon as you receive a tender. The more detailed the analysis, the more comprehensive the compliance requirements.
  • Complete company profile — Ensure your Company Profile is comprehensive. The more information the AI has about your capabilities, the better it can address requirements.
  • Careful review — Always run the Compliance Check before exporting and address all failed and partial requirements. Do not assume that a requirement is addressed just because you mentioned a related topic.
